About the NCCE

The National Commission for Civic Education (NCCE) is an independent, non-partisan governance institution established under Article 231 of the 1992 Constitution. It works to promote and sustain democracy by inculcating in Ghanaians an awareness of their rights and obligations.

Established under Act 452 of Parliament (1993), the NCCE operates in all 16 regions and 261 districts, reaching citizens through radio, school clubs, community outreach, and national campaigns.

NCCE Core Mandate

  • Create awareness of the 1992 Constitution as the fundamental law of Ghana
  • Educate the public to defend the Constitution against abuse and violation
  • Formulate national civic education programmes
  • Assess barriers to democracy and recommend solutions to government
  • Inculcate in citizens an appreciation of their civic responsibilities

Fundamental Human Rights & Freedoms

Every Ghanaian citizen is protected by these constitutional rights — know them, defend them, use them.

Right to Life

Every person has the right to life. No one may be deprived of life intentionally except in the execution of a sentence of a court.

Article 13

Personal Liberty

No person shall be deprived of personal liberty except on grounds such as lawful arrest, imprisonment after conviction, or immigration control.

Article 14

Freedom from Torture

No person shall be subjected to torture or inhuman or degrading treatment or punishment or any other condition that detracts from human dignity.

Article 15

Equality & Freedom from Discrimination

All persons shall be equal before the law. No citizen shall be discriminated against on grounds of gender, race, colour, ethnic origin, religion, creed, or social status.

Article 17

Freedom of Speech & Expression

Every person shall have the right to freedom of speech and expression, including freedom of the press and other media.

Article 21(1a)

Right to Education

All persons shall have the right to equal educational opportunities and facilities with a view to achieving the full realisation of each person's potential.

Article 25

Right to Vote

Every citizen of Ghana of eighteen years or above has the right to vote and is entitled to be registered as a voter for the purposes of public elections and referenda.

Article 42

Right to Fair Trial

A person charged with a criminal offence shall be presumed innocent until proved guilty. Every accused person has the right to a fair and public trial within a reasonable time.

Rights come with responsibilities. The 1992 Constitution sets out the duties of citizens.

Uphold and Defend the Constitution

Every citizen has a duty to uphold and defend the Constitution and the rule of law. This is the most fundamental civic obligation.

Participate in Democratic Governance

Citizens must register to vote, participate in elections, and engage actively in the governance of the country at national and local levels.

Pay Taxes & Levies

Every citizen has the duty to contribute to the development of Ghana by paying taxes and other levies as may be imposed by Parliament.

Protect Public Property & Environment

Every citizen shall protect and preserve public property and expose and combat misuse and waste of public funds and property.

Promote Unity & National Integration

Citizens must work toward the unity, peace, and development of Ghana by fostering harmony across ethnic, religious, and regional lines.

Promote the Wellbeing of the Community

Every citizen has a duty to promote the prestige and good name of Ghana and to protect the country's sovereignty and territorial integrity.

Key Constitutional Articles

Article 1

Sovereignty of the People

The sovereignty of Ghana resides in the people of Ghana in whose name and for whose welfare the powers of government are to be exercised. This Constitution shall be the supreme law of Ghana.

Article 55

Political Parties

Every citizen of Ghana of voting age has the right to join a political party. The internal organisation of a political party shall conform to democratic principles. Political parties shall not operate on an ethnic, regional, religious, professional, or other sectional basis.

Article 112

Electoral Commission

There shall be an Electoral Commission of Ghana which shall be independent and consist of a Chairman and two Deputy Chairmen. The Commission shall be responsible for conducting elections for the President and Parliament, compiling voter registers, and delineating constituencies.

Article 233

Functions of the NCCE

The NCCE shall create and sustain within the society the awareness of the principles and objectives of the Constitution; educate and encourage the public to defend the Constitution; and formulate programmes aimed at realising the objectives of the Constitution.

Ghana's Democratic Institutions

Executive

The Presidency

The President is Head of State, Head of Government, and Commander-in-Chief. Elected every 4 years with a maximum of 2 terms. The President appoints ministers subject to parliamentary approval.

Parliament of Ghana

Ghana's unicameral Parliament comprises 275 Members of Parliament elected from single-member constituencies. Parliament makes laws, approves the national budget, and provides oversight of the executive.

Judiciary

The Courts

The Supreme Court, Court of Appeal, High Court, and lower courts form an independent judicial branch that interprets the Constitution and adjudicates disputes. The Chief Justice heads the judiciary.

An independent body responsible for conducting free and fair presidential and parliamentary elections, registering voters, and delineating electoral boundaries.
